In France, the Matras law requires many groupings of municipalities to adopt an intercommunal safeguard plan (PICS) by 26 November 2026. Too often, the plan ends up as a document. On the day of the crisis, the directory is out of date, the list of resources sits in a spreadsheet and the action sheets in a binder.
